VACCINATION: KNOW YOUR RIGHTS

Only a few provinces in Canada have enacted legislation requiring proof of immunization for school entry. These provinces are Ontario, Manitoba and New Brunswick and all three provinces have exemption clauses written into the legislation which guarantee parents the right to refuse vaccination for their school age children for reasons of conscience or religion or if they believe vaccines would be harmful to their children’s health. Medical exemptions are permitted as well if a health problem is deemed to be a contraindication to vaccination. There are no laws in Canada that can force vaccination on anyone, and there are no laws that require infants to be vaccinated.
Ontario’s Immunization of School Pupil’s Act (1982), which mandates vaccinations for school children, contains the exemption form which permits parents to opt out of vaccinations for their school age children. This form is available upon request from all health units in the province, and a copy of the Act is available from the Ontario government bookstore at 880 Bay Street in Toronto for a nominal cost of $2.50 plus shipping. The form must be notarized to be deemed valid and constitutes a form of additional discrimination against parents who choose to defer from vaccination. No other medical treatment requiring parental consent needs notarizing.
The Ontario government has done a remarkable job of intimidating and bullying parents into believing that children can’t go to school without their shots and the Ministry of Health is clearly enacting a policy to disinform the public of it’s right to vaccine exemptions. Routinely, parents are sent harassing letters demanding vaccine compliance and threatening expulsion of their children from school, without any mention that legal exemptions are available. School officials, health officials, and private doctors all reinforce the myth that vaccination is compulsory, and without it children can’t go to school. The media dutifully regurgitates this misinformation when it publishes press releases intended to create the impression that students will be barred from school if they haven’t got all their shots, and consistently fails to inform the public that legal exemptions are available to everyone. People need to challenge this and write letters to editors demanding that they inform the public about available exemptions.
Young teens are particularly vulnerable to being coerced into compliance with vaccination programs in school settings. They are considered to be “mature minors”, and are told that they don’t need parental consent and can decide for themselves. It is vital that parents educate their children about vaccine issues so that when faced with school pressure, children can make solid, informed decisions for themselves.

MANDATED VACCINES Children whose vaccines are not up-to-date are being suspended from school. Mandated vaccines are diphtheria, tetanus, polio, and MMR (measles, mumps and rubella). Pertussis vaccine is not mandatory, but is recommended and is generally given in one shot with the diphtheria and tetanus (as DPT). Hepatitis B is also recommended and may soon be added to the early infant shots in British Columbia and the rest of Canada)
EXEMPTION FORMS are available at your city’s public health office and also at Consumer Health Organization (soon to be available for downloading from our website). Toronto residents may call the Toronto Public Health Immunization at 392-1250. Simply ask for an exemption form, and they will mail it to you along with instructions how to have it notarized free of charge at City Hall.
